Benefit enrollment timeline and instructions

This section will provide information about when you should enroll in specific benefits based on your date of hire or when you become eligible. You’ll also learn where to go to enroll.

Faculty or staff member

Enroll Within 30 Days of Hire/Eligibility

Health Care and Dental Plans

  • Health Care and Dental coverage will be effective the 1st of the month following your date of hire or on your date of hire if that occurs on the 1st of the month.

Health Savings Account and Flexible Spending Account

  • FSA and HSA elections will be effective on the same date or upon the date the enrollment is accepted, whichever is later.

Long-Term Disability Plan

  • LTD coverage will be effective after 1 year of service*
  • *Group coverage credit may apply for immediate LTD coverage. If applicable, complete theÌýprior employee-sponsored group LTD coverage credit form.
  • Note: Coverage increases outside of the initial eligibility period require evidence of insurability and are subject to approval by the insurance carrier.

  • If you are enrolled by the 15th of the month, coverage for MetLife Legal Plan and/or VSP Vision Care will be effective 1st of the following month. If you enroll on the 16th-30th/31st, coverage will be effective 1st of the second following month.

Retirement 403(b) Program Automatic Voluntary Contributions

  • Employees are immediatelyÌýeligibleÌýupon hire. Automatic Voluntary Contributions forÌýeligible employeesÌýto the 403(b) Retirement Program will begin 60 days after hire date. Contributions are pre-tax each pay period at 3%. You may change your contribution amount at any time.

Group Universal Life (GUL) Insurance

  • Guaranteed coverage is effective on the date you sign the application. Coverage requiring proof of good health is effective on the date it is approved by Securian Financial.
  • Note: After your initial 90-day eligibility period, proof of good health is required for elections and increases other than those that qualify for guaranteed coverage during open enrollment or following a qualifying family status change.

Tuition Benefits

University Home Ownership Incentive Program

  • Provides new homeowners anywhere within the City of Rochester with $20,000 towards the purchase of a primary residence ($10,000 from the University, $5,000 from the City and $5,000 from a participating lender).

Tuition Benefits – Beginning Fall 2021

Health care

The ÌÇÐÄ´«Ã½ offers two Health Care Plan options:

  • YOUR PPO Plan
  • YOUR HSA-Eligible Plan

Coverage options include employee only, employee and children, employee and spouse/domestic partner, or family. Your Plan is administered by Excellus BlueCross BlueShield (BCBS). Health care coverage will be effective on the 1st day of the month following your date of hire, or on your date of hire if that occurs on the 1st of the month.

FSA options include:

Voluntary Contributions

Begin making Voluntary Contributions to the Retirement Program at any time.

Automatic Voluntary Contributions: After 60 days, newly hired or rehired full- and part-time staff members will be automatically enrolled to make pre-tax Voluntary Contributions to the 403(b) Retirement Program each pay period at 3%. Effective July 1, 2020 your salary deferral election will increase 1% annually on the anniversary of your hire date to a maximum of 15%. You may choose to contribute more, less or to not contribute at all at any time. Opt out within 60 days of becoming eligible and no contributions will be deducted from your paycheck.

University Contributions Staff become eligible for University Contributions after 2 years of service. HOLIDAYS

Regular full- and part-time staff are eligible for 9 University paid holidays: New YearÌÇÐÄ´«Ã½™s Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving Day and Friday after Thanksgiving, and Christmas Day.

SICK TIME

10 days of sick pay protection are provided each year to full- and part-time staff in non-exempt positions whose primary appointment is in divisions:

  • 10 (Central Administration)
  • 20 (River Campus)
  • 21 (College of Arts and Sciences)
  • 22 (College of Engineering and Applied Science)
  • 23 (Simon School)
  • 24 (Graduate School of Education and Applied Sciences)

Up to a maximum accumulation of 20 days. A ÌÇÐÄ´«Ã½œdayÌÇÐÄ´«Ã½� of sick pay means one-fifth of the staff memberÌÇÐÄ´«Ã½™s standard weekly work hours.

PAID TIME OFF (PTO)

The PTO Plan provides eligible employees with up to 56 hours of PTO time during a Plan Year. Eligibility for PTO includes regular full- and part-time staff in non-exempt positions (not including hourly paid PAS3 staff) whose primary appointment is in divisions:

  • 40 (School of Medicine and Dentistry)
  • 50 (Strong Memorial Hospital)
  • 60 (School of Nursing)
  • 90 (Health Sciences)
  • 91 (Medical Faculty Group)

PTO hours for new employees are prorated based on start date.

SHORT-TERM DISABILITY

Regular full-time, non-exempt staff with less than 6 months of service:ÌýStatutory pay (pay required by NYS) begins on the 8th consecutive day of disability absence.

Regular full-time, non-exempt staff with 6+ months of service:ÌýOn the 8th consecutive day of disability absence, up to 26 weeks of full or half pay is provided, based on length of service.

Regular full- and part-time staff earn vacation beginning on their date of appointment and continue to earn a portion of the annual vacation entitlement each pay period.

Annual Vacation Accrual:

  • Staff Members in Clerical, Technical, and Service Positions Years 0-3 = 15 days
  • Staff Members in Clerical, Technical, and Service Positions who are PTO eligible Years 0-3 = 13 days
  • Licensed Practical Nurses Years 0-8 = 18 days
  • Staff Nurses Years 0-17 = 25 days
  • Staff Nurses who are PTO eligible Years 0-17 = 23 days
  • Professional, Administrative, and Supervisory Staff in salary grades 50 through 54 (including those paid hourly) Years 0-3 = 17 days

    • Who has not filed a joint tax return (other than only for claim of refund) with his or her spouse for the year, and
    • Who is a citizen or resident of the U.S., or resident of Canada or Mexico (there is an exception for adopted children).
  • Your relative (child described above or descendent of such child (e.g., grandchild), your sibling described above or descendent of any such sibling (e.g., niece/nephew), your parent, parentÌÇÐÄ´«Ã½™s ancestor (e.g., grandparent), stepparent, aunt/uncle, parent in-law, son/ daughter-in-law, brother/sister-in-law),
    • Who receives over half of his or her support* from you for the calendar year,
    • Who is a citizen or resident of the U.S., or resident of Canada or Mexico (there is an exception for adopted children), and
    • Who is not anyone elseÌÇÐÄ´«Ã½™s Qualifying Child.
  • Someone other than a spouse who has the same principal place of abode as you for the entire calendar year (temporary absences due to special circumstances, e.g., illness, education, business, vacation, or military service, are disregarded),
    • Who is a member of your household for the entire calendar year (and the relationship must not violate local law),
    • Who receives over half of his or her support* from you for the calendar year,
    • Who is a citizen or resident of the U.S., or resident of Canada or Mexico (there is an exception for adopted children), and
    • Who cannot be claimed as anyone elseÌÇÐÄ´«Ã½™s Qualifying Child on their federal tax return.

*To determine whether you provide more than half of the total support for your relative or other person sharing your principal place of abode, you must compare the amount of support you provide with the amount of support the individual receives from all sources, including Social Security, welfare payments, the support you provide, and the support the individual provides from his or her own funds. Support includes food, shelter, clothing, medical and dental care, education, and similar expenses. If you believe you might provide more than half of the support for the individual, you should complete the support worksheet in IRS Publication 501 (Exemptions, Standard Deduction, and Filing Information). Please note that an individual could qualify as a tax dependent for purposes of the health benefits, but not on your tax return, if that individual earns more than the exemption amount as defined in Code Section151(d), but still receives more than half of his or her support from you.

For the Dependent Care FSA, eligible dependents include:

  • Your relative (child described above or descendent of such child (e.g., grandchild), your sibling described above or descendent of any such sibling (e.g., niece/nephew), your parent, parentÌÇÐÄ´«Ã½™s ancestor (e.g., grandparent), stepparent, aunt/uncle, parent in-law, son/ daughter-in-law, brother/sister-in-law, or someone other than a spouse who is a member of your household for the entire calendar year (and the relationship must not violate local law));

Eligible Dependents for purposes of HSA Reimbursements

Eligible dependents for purposes of your Health Savings Account are determined by your HSA trustee/custodian. In general, HSA accounts recognize the following dependents, as permitted by federal law:

  • Your current spouse, if your marriage was valid in the state or country where it was performed (and for purposes of paying pre-tax premiums under the cafeteria plan, if the marriage is also recognized by state law in the state where you reside).
  • Your domestic partner (same-sex or opposite-sex).*
  • Your children and/or your domestic partnerÌÇÐÄ´«Ã½™s children* up to age 26, regardless of access to other health care coverage through their own or a spouseÌÇÐÄ´«Ã½™s employment, marital status, or student status.
  • Your children who are handicapped prior to age 26 and are dependent on you for support.

Your children include:

  • Biological children

  • Stepchildren
  • Children who are placed with you by an authorized placement agency or by judgment, decree, or other order of any court of competent jurisdiction
