In addition, agencies may review open-source materials, such as publicly available CVs, publicly available research publications, and publicly available patent search tools to identify potential risks.\r\n\r\nIf risks identified by the federal agency are, in the agency\u2019s judgment, sufficiently high, the University and researcher may potentially mitigate the risks identified by the federal agency through development of a \u201crisk mitigation plan.\u201d","background_color":"#ffffff","width":"width-medium"},{"acf_fc_layout":"text","anchor":"","css_class":"","title":"<h2>Risk mitigation plan and process<\/h2>","content":"As part of the review and risk mitigation processes, the applicable federal agency may request that the University and researcher provide additional information about the potential risks that the agency has identified. After the information gathering process, the federal agency may require that the University and researcher submit a risk mitigation plan to address the agencies concerns.\r\n\r\nRisk mitigation plans require the University and the researcher(s) to take additional security measures that are not typically required by a federal research award. As federal agencies continue to implement risk-based security processes, it may be increasingly common for researchers to be involved in the risk mitigation plan process.\r\n\r\nSome of the risk mitigation strategies that could be included in a risk mitigation plan are:\r\n<ol>\r\n \t<li>Mandatory additional training,<\/li>\r\n \t<li>International travel reporting,<\/li>\r\n \t<li>Reporting suspicious inquiries relating to the research,<\/li>\r\n \t<li>Termination of international collaborations,<\/li>\r\n \t<li>Replacing individuals on the research project deemed a security risk,<\/li>\r\n \t<li>Required resignation or confirmation of disassociation from entities of concern,<\/li>\r\n \t<li>Periodic security communications,<\/li>\r\n \t<li>Expanded reporting requirements,<\/li>\r\n \t<li>Tailored conflict of interest or commitment management plans, and \/ or<\/li>\r\n \t<li>Information sequestration.<\/li>\r\n<\/ol>","background_color":"#f4f4f4","width":"width-medium"},{"acf_fc_layout":"accordion_new","anchor_id":"","classes":"","title":"<h2>Agency risk factors<\/h2>","description":"The chart below provides a general overview of the risk factors considered by federal agencies. To learn more about agency-specific risk review processes, click on the applicable agency below.\r\n\r\n[ninja_tables id=\"12252\"]","background":"plain","background_color":"#ffffff","style":"row_blank","expand":"yes","accordions":[{"acf_fc_layout":"title","sub_heading":"Agency overviews"},{"acf_fc_layout":"accordion","accordion_title":"Department of War\/Department of Defense (DoW) (including Army Research Lab and DARPA)","icon":"","row_content":"In March 2026, the Department of War \/ Department of Defense (DoW) released the <a href=\"https:\/\/basicresearch.defense.gov\/Portals\/61\/Documents\/Academic%20Research%20Security%20Page\/2026%20DoW%20Component%20Decision%20Matrix%20to%20Inform%20Fundamental%20Research%20Proposal%20Mitigation%20Decisions.pdf?ver=uf_txB5YT_N7ewpWfbpO5w%3d%3d\">2026 Department of War Component Decision Matrix to Inform Fundamental Research Proposal Mitigation Decisions<\/a> (the DoW Decision Matrix).\r\n\r\nThe DoW Decision Matrix is \u201can aid to help DoW Components make informed decisions regarding risk mitigation measures for fundamental research projects.\u201d\r\n\r\nThe DoD Decision Matrix<em>\u00a0<\/em>contains four risk factors that inform mitigation decisions:\r\n<ol>\r\n \t<li>Participation in foreign talent recruitment programs (with current participation in a malign foreign talent recruitment program prohibited),<\/li>\r\n \t<li>Current or prior funding from \u201cforeign countries of concern\u201d (FCOCs), which are defined as China, Russia, North Korea, and Iran,<\/li>\r\n \t<li>Filing a patent in an FCOC or on behalf of an FCOC-connected entity, in a non-FCOC country without disclosure, or co-patent applications with individuals or organizations on U.S. restricted party lists, and<\/li>\r\n \t<li>Active collaborations with institutions or entities on a \u201cProhibited Entity List,\u201d indicators of prior affiliations with an entity on any Prohibited Entity List, as well as co-authorship with individuals affiliated with organizations on any Prohibited Entity List.<\/li>\r\n<\/ol>\r\nNotably, DoW components are prohibited from approving a research proposal if there is an \u201c<strong>active collaboration<\/strong>\u201d for the specific purpose of fundamental research <strong>between a covered individual<\/strong> (i.e. the PI or other Senior \/ Key Personnel identified in the proposal) and <strong>any academic institution or entity, or employee of such entity, on the current \u201cProhibited Entity Lists<\/strong>.\u201d","accordion_anchor":""},{"acf_fc_layout":"accordion","accordion_title":"Army Research Lab","icon":"","row_content":"The Army Research Lab (ARL) maintains its own research security <a class=\"u-link-external\" href=\"https:\/\/arl.devcom.army.mil\/collaborate-with-us\/opportunity\/arrp\/\">risk assessment program<\/a>. Risk ratings run from High to Low in each of the four risk factor categories:\r\n<ol>\r\n \t<li>Foreign talent program participation,<\/li>\r\n \t<li>Affiliations or associations with entities on U.S. restricted party lists,<\/li>\r\n \t<li>Indications of conflict of interest, conflict of commitment, or patterns of direct funding from a strategic competitor or country with a history of targeting U.S. research or technology, and<\/li>\r\n \t<li>Indicators of affiliation, association, or <strong>collaboration<\/strong> with a foreign institution, person, or entity from a strategic competitor.<\/li>\r\n<\/ol>\r\nOf note, the ARL risk matrix considers co-authorships and panel participation at a conference with foreign entities\/institutions as \u201ccollaboration.\u201d ARL has communicated that for <strong>any<\/strong> ongoing collaboration with institutions, persons, or entities from a \u201cstrategic competitor,\u201d a risk mitigation plan must include assurances that the researcher\u2019s collaborations have or will terminate.","accordion_anchor":""},{"acf_fc_layout":"accordion","accordion_title":"DARPA","icon":"","row_content":"DARPA maintains a <a class=\"u-link-external\" href=\"https:\/\/www.darpa.mil\/sites\/default\/files\/attachment\/2025-01\/darpa-risk-based-security-reviews-process-1.pdf\">fundamental research-risk-based security process<\/a> in accordance with the DoD 2023 Memo.","accordion_anchor":""},{"acf_fc_layout":"accordion","accordion_title":"National Science Foundation","icon":"","row_content":"In June 2024, the National Science Foundation (NSF)\u00a0<a href=\"https:\/\/new.nsf.gov\/news\/nsf-enhances-research-security-new-trust-proposal\"><strong>announced<\/strong><\/a>\u00a0the Trusted Research Using Safeguards and Transparency (<a href=\"https:\/\/nsf-gov-resources.nsf.gov\/files\/NSF%20OCRSSP%20TRUST%20Policy%20Memo.pdf\"><strong>TRUST<\/strong><\/a>) framework, which will guide NSF in assessing grant proposals for potential national security risks. NSF intends to use information provided in proposal submissions and elsewhere to assess risk on a project-by-project basis. NSF\u2019s TRUST decision tree will include three branches:\r\n<ul>\r\n \t<li>assessing active appointments, positions, and research support from U.S. restricted parties (including participation in a malign foreign talent recruitment program),<\/li>\r\n \t<li>identifying instances of nondisclosure of appointments, activities, and sources of research support, and<\/li>\r\n \t<li>potential foreseeable national security applications of the research.<\/li>\r\n<\/ul>\r\nNSF will use this analysis to determine whether risk mitigation or management may be required for a project.\r\n\r\nIn a <a href=\"https:\/\/nsf-gov-resources.nsf.gov\/files\/in149.pdf?VersionId=Nc_ijXBH_6FcRHieW2u.2uzDhxjaW.vQ&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_content=https%3A\/\/d31hzlhk6di2h5.cloudfront.net\/20250703\/38\/5d\/ac\/1b\/6c6e11d8263cd63d1a0090ae.png&amp;utm_campaign=June%2030%2C%202025\">notice<\/a> issued on July 10, 2025, NSF stated that it reserves the right to perform risk assessments, using analytical tools, of proposals and awards submitted to NSF to assess nondisclosures of required information from senior\/key personnel. NSF also stated that proposers and recipients are required to maintain supporting documentation, including copies of contracts, grants, or any other agreements specific to foreign appointments, employment with a foreign institution, participation in a foreign talent recruitment program and other information reported as current and pending (other) support for all senior\/key personnel that must be available to NSF upon request.","accordion_anchor":""},{"acf_fc_layout":"accordion","accordion_title":"National Institute of Health","icon":"","row_content":"In August 2024, the National Institutes of Health (NIH) released a \u201c<a class=\"u-link-external\" href=\"https:\/\/grants.nih.gov\/sites\/default\/files\/NIH%20Decision%20Matrix%20for%20Assessing%20Potential%20Foreign%20Interference%20for%20Covered%20Individuals%20or%20Senior%207%2026%2024%20clean.pdf\">Decision Matrix for Assessing Potential Foreign Interference for Covered Individuals or Senior\/Key Personnel<\/a>\u201d (the NIH Decision Matrix).\r\n\r\nThe NIH Decision Matrix lists three risk factors:\r\n<ol>\r\n \t<li>Participation in foreign talent recruitment programs,<\/li>\r\n \t<li>Undisclosed or incompletely disclosed foreign funding, and<\/li>\r\n \t<li>Undisclosed or incompletely disclosed foreign affiliations with foreign institutions or entities.<\/li>\r\n<\/ol>\r\nThe NIH Decision Matrix reminds institutions and researchers that NIH has long required applicants to comply with disclosure requirements that relate to foreign influence issues. These include disclosure of Current and Pending (Other) support to assess scientific, budgetary or commitment overlap, improper disclosure or management of financial conflicts of interest, and approval of \u201cforeign components\u201d of research.\r\n\r\nThe NIH Decision Matrix also provides a list of generally allowable activities that are unrelated to NIH-funded work and don\u2019t otherwise present concerns with overlaps, financial conflict of interest, or undisclosed foreign components. These activities might include lectures, teaching, letters of recommendation, advisory boards, peer review, and foreign honors. Researchers may also participate in foreign research grants and\/or foreign employment (excluding prohibited malign foreign talent recruitment programs) and must disclose all domestic and foreign research activities to NIH and submit copies of foreign grants, agreements, and contracts to NIH.","accordion_anchor":""},{"acf_fc_layout":"accordion","accordion_title":"Department of Energy","icon":"","row_content":"The Department of Energy (DoE) has created an <a class=\"u-link-external\" href=\"https:\/\/www.energy.gov\/ia\/research-technology-economic-security\">Office of Research Technology and Economic Security<\/a> (RTES). RTES supports DoE\u2019s programs in \u201cdue diligence reviews and risk mitigation.\u201d\r\n\r\nAs described in a <a class=\"u-link-external\" href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2024-11\/DOE%20RTES%20Framework%20Memorandum%2011.26.2024.pdf\">November 2024 Memorandum<\/a>, DOE will use RTES risk factors as guidelines, understanding that reviews require flexibility to evaluate threats, vulnerabilities, and consequences. For individuals on DOE-funded proposals or projects, DOE may assess ties to malign foreign talent recruitment programs, certain foreign funding sources (both monetary and in-kind), certain concerning behaviors associated with patenting (e.g., transferring to foreign entities after filing), and ties to foreign entities or foreign collaborators on specified lists or with specified characteristics.\r\n\r\nIn addition to reviews of individuals, DOE will also assess risk factors associated with entities associated with proposals and projects, including foreign ownership or control, criminal or regulatory issues, the supply chain for any sensitive equipment\/supplies, and ties to entities on specified lists.
